Condoleezza Rice responds to the recent car-bomb attack in Lebanon that targeted a US diplomatic vehicle:
"To the degree that there is any thought of intimidation in an attack of this kind, the United States will of course not be deterred in its efforts to help the Lebanese people, to help the democratic forces in Lebanon, to help Lebanon resist foreign interference in their affairs."
To be fair, I'd assume she means "foreign" as in the phrase "foreign film", which to a US citizen means "from a country other than the United States."
Remember, we're not really foreigners, because all you bases belong to us.
